Moderawila 'stomach' effluents

Around 8,000 employees of Panadura Moderawila Industrial City and around 600 residents are faced with serious environmental problems since the Moderawila Industrial City came up in 1986, but the Urban Development Authority, Board of Investment and the local authorities have not provided infrastructure and health facilities. Discussions held by the Moderawila industrialists Association with the authorities have failed so far.

The industrial city was opened in 1986 on a request by former State Minister of Power and Energy and Kalutara District UNP MP Mervyn J. Cooray. The Finnish government spent Rs. 50 million creating job opportunities for 5,000 employees in 1987.

Effluents from factories, flow into the canal. During the rainy season, the canal overflows and the Moderawila area goes under water causing severe health problems to residents in the area.

The Urban Development Authority with Finnish Government's assistance, laid the foundation to construct a sewerage scheme at the Moderawila Industrial City in 1989, but, the work was never saw the light of the day. The Urban Development Authority had spent Rs. 35 million on this scheme.

The contractor who started the construction of the sewerage plant and to lay pipes vanished and the People's Alliance government never took any action against the tenderer.

Western Province Provincial Council Chief Minister Reginald Cooray who met officials of the Moderawila Industrialists' Association, Urban Development Authority, Planning Ministry and the Panadura Urban Council, discussed issues relating to environmental problems and the operation of the sewerage scheme at the Moderawila Industrial City.
