Was infant's death due to negligence?

Was the death of the infant who fell from the sixth floor of the Lady
Ridgeway Hospital in Borella caused due to the negligence of the
hospital staff. This is now under investigation.
The twenty-five year old mother from Anuradhapura who allegedly threw
her deformed 28-day-old infant from the sixth floor of the Lady Ridgeway
Hospital at Borella was arrested by the Borella police on Friday. The
suspect was produced in courts and was remanded until investigations are
completed.
The woman had told police that she threw her child from the sixth
floor owing to disillusionment. "The woman was in a deranged state of
mind after giving birth to her second child," OIC Crimes Borella police
Inspector G. Hewawithana said. Police found the body of the infant on
the second floor of the concrete slab on Friday afternoon.
According to police the woman who had given birth to a deformed child
at the Anuradhapura government hospital twenty-eight-days ago, was
transferred to the Lady Ridgeway Hospital along with the mother for
further treatment.
Police said they will charge the woman in courts for committing the
death of the infant.
