APRC Report out soon

The All Party Representative Committee (APRC) report will be made
available to all political parties shortly.
“The APRC Report is a substantial document which recommends the full
implementation of the 13th amendment plus certain additional power
devolution, said SLFP, APRC representative, Higher Education Minister
Prof. Wiswa Warnapala.
He said that 120 APRC sessions chaired by Science and Technology
Minister Prof. Tissa Vitharana were held during the last two years.
“It was an academic and intellectual exercise. Contributions made by
the political party representatives including P. Dayaratne, UNP breakway
group, Udaya Gammanpila JHU, Nalin de Silva MEP and Dr. Bandara JVP are
the most significant. The APRC had already reached acceptable solutions
for the main issues based on the devolution of more powers to the
periphery, he said.
APRC Chairman Science and Technology Minister Prof. Tissa Vitharana
said that the non-participating political parties were also waiting to
study the APRC proposals. They have expressed their willingness to
attend the APRC sessions after studying the APRC report.
He said that the APRC met on Thursday and discussed the proposal of a
constitutional court. Most of the issues had been thrashed out and the
APRC had reached consensus with regard to national issues. The final
touch-up will be given to the report during the coming weeks, he said.
Prof. Vitharana said that the APRC hopes to invite all political
parties officially after making available its report to them.
The TNA declined to participate in the APRC sessions, whereas other
political party representatives participated in at least a few sessions.
