Massive development projects for Polonnaruwa, Trinco, Ampara and Batticaloa

The Government will implement massive development projects parallel to the Deyata Kirula 2013 program covering Polonnaruwa, Trincomalee, Ampara, and Batticaloa districts. Deyata Kirula enables ongoing development programs as well as to implement infrastructure and livelihood development projects.

The developed Batticaloa-Polonnaruwa road

The Deyata Kirula 2013 program will be implemented, covering Polonnaruwa, Trincomalee, Ampara and Batticaloa districts. All ministries, departments and other institutions will implement the proposed programs in the four districts. The projects will be integrated under the national program for implementation.

The Cabinet has granted approval to a proposal submitted by President Mahinda Rajapaksa as the Finance Minister to allocate finances for development activities to be carried out in the four districts parallel to the Deyata Kirula 2013 national exhibition.

Rs. 11,316 million will be allocated to rural and regional priority development projects identified by the Divisional Development Committees and District Development Committees. Rs. 45,375 million will be granted for ongoing development projects to be completed under the 2012-2014 Medium Term Budgetary Framework and Rs. 2,696 million for special development projects proposed to be implemented in the four districts, including renovation of the Ampara Hardy Higher Technical Institute and developing the Trincomalee Codbay Fishery Harbour.

A massive development program is now under way in the Eastern Province and Polonnaruwa district in line with the 2013 Deyata Kirula national exhibition. A sum of Rs.16,528 million is to be allocated for the development projects in the Polonnaruwa, Batticaloa, Trincomalee and Ampara districts parallel to the exhibition.

A preliminary discussion in relation to financial allocations was held on June 28 under the patronage of Economic Development Minister Basil Rajapaksa at the Ministry of Finance.

Ranjith Siyambalapitiya, Minister of Telecommunication and Information Technology, A.L.M. Athaulla, Minister of Provincial Council and Local Government, Susantha Punchi Nilame, Deputy Minister of Fisheries and Aquatic Resources Development, M.L.A.M. Hizbullah, Deputy Minister of Child Development and Women's Affairs and Parliamentarians Sarath Weerasekara, P.H.P. Piyasena, H.M.M. Harees, Faizal Cassim, Chadrasiri Sooriyaarachchi, Sriyani Wijewickrama and Basheer Segu Dawood and Government officials also participated in the discussion.

The Highways Ministry will implement massive road development projects in Batticaloa, Trincomalee, Ampara and Polonnaruwa districts in line with Deyata Kirula 2013 Rs.25,829.1 million will be spent on road development in the four districts.

Rs. 5,445 million has already been allocated, according to the Minister of Highways Nirmala Kothalawala.

Ampara district

The Government will spend Rs. 11,763.70 million to upgrade the roads in the Ampara district and Rs. 4,300 million has already been allocated.

Accordingly, a 38.72 kilometre road along the Peradeniya, Badulla, Chenkaladi road will be widened and resurfaced at a cost of Rs. 2,323.2 million.

Ampara town

Road marks will be laid on 32.98 kilometres along the Siyambalanduwa-Damana-Ampara road at a cost of Rs. 14 million. Road furniture will also be repaired on the same road.

A stretch of 34.97 kilometres along the Ampara-Uhana-Maha Oya road will be widened while resurfacing at a cost of Rs. 2,447.9 million, according to Ministry Secretary R. Premasiri.

Road marks will be laid on the 22 kilometre Karativu-Ampara road. Damaged road furniture will be repaired at a cost of Rs. 9 million.

One kilometre along this road will be widened and resurfaced. The 21.71 kilometre Ampara-Inginiyagala road will be widened and resurfaced at a cost of Rs. 1,302.6 million.

The 4.83 kilometre- long road to the Ampara Airport will be widened while resurfacing at a cost of Rs.289.8 million. A road of 30.57 kilometre length in the Ampara town and peri-urban areas will be widened while resurfacing at a cost of Rs. 2,445.6 million.

Road widening

The 12.64 kilometre Chadayanthalawa-Uhana road will be widened and resurfaced at a cost of Rs. 758.4 million. The 7.64 kilometre- long Galmadu-Muwangala-Hingurana road will be widened and resurfaced at a cost of Rs. 458.4 million. The 12.87 kilometre Pallang Oya-Inginiyagala road will be widened and resurfaced at a cost of Rs. 772.2 million.

The 8.96 kilometre Dehiattakandiya-Aralaganvila road will be widened and surfaced at a cost of Rs. 537.6 million. The 1.1 kilometre Udayagiri Rajamaha Vihara road will be widened and resurfaced at a cost of Rs. 55 million.

Road marks will be laid and roads will be repaired for 74 kilometres along the Colombo-Ratnapura-Wellawaya road in the Akkaraipattu region. Asphalt carpets will be laid to 3.22 kilometres of approach roads to the public buildings.

The five kilometre Arasady Malkampiddy road will be widened and resurfaced at a cost of Rs.300 million, while the six kilometre Deegawapi Temple road will be widened and resurfaced at a cost of Rs. 360 million.

A stretch of 2.38 kilometres along the Kalmunai Chavalakkadai road will be widened and improved, laying an asphalt carpet at a cost of Rs.142.8 million. Road marks will be laid while repairing road furniture on 17 kilometres along the Pottuvil-Panama road at a cost of Rs. 8 million.

Batticaloa town

Akkaraipattu town

Drainage systems will be constructed to two kilometres along the same road at a cost of Rs. 8 million. The 16.09 kilometre Weeragoda-Central Camp road will be widened and improved by overlaying asphalt carpets at a cost of Rs. 804 million.

The six kilometre long Warapathanchanai-Deegawapi road will be widened and resurfaced at a cost of Rs. 360 million. The 15 kilometre Sammanthurai-Malkampiddy-Deegawapi road will be widened while resurfacing at a cost of Rs. 300 million.

Meanwhile, five kilometres on the same road will be widened and the existing earth base will be improved. The 2.13 kilometre Akkaraipattu flood protection road surface will be concreted at a cost of Rs. 127.8 million while the 4.4 kilometre Kulavadi Central Camp road surface will be concreted at a cost of Rs. 120 million.

The 1.34 kilometre-long bypass road to Pallikkudiyiruppu village on the Akkaraipattu Varapathanchanai road will be widened and improved at a cost of Rs. 67 million. Altogether, Rs. 4,373.9 million will be spent by the Government to improve the Akkaraipattu region of which Rs. 1,005 million has already been allocated.

Batticaloa district

Street lights will be fixed to three kilometres along the Colombo-Ratnapura Wellawaya-Batticaloa road at a cost of Rs. 18 million.

One kilometre along the A-15 road will be widened and resurfaced at a cost of Rs. 95 million.

The 2.1 kilometre Valachchenai-Nasavantivu-Nawaladi road will be widened and resurfaced at a cost of Rs. 269.75 million.

The 0.9 kilometre Batticaloa Lake road will be renovated at a cost of Rs. 40 million, the 0.5 kilometre Munai Street in Batticaloa at a cost of Rs. 25 million and the 3.2 kilometre Urani road at a cost of Rs. 108 million. A new office building for the PD,CE and EE Batticaloa of RDA office will be constructed at a cost of Rs. 60 million.

Altogether the Government will spend Rs. 615.8 million to upgrade roads in the Batticaloa district. Already Rs. 140 million has been allocated.

Trincomalee district

The 1.56 kilometre Love Lane will be developed at a cost of Rs. 75 million, the one kilometre-long Palathopu-Seruwila road at a cost of Rs. 50 million, the 1.61 kilometre Power house road (Thirugnanasampanthar) at a cost of Rs. 100 million, the one kilometre-long Vilgam Vihara road at a cost of Rs. 40 million and the nine kilometre-long Mullipothana Soorangal road at a cost of Rs. 540 million.

Polonnaruwa district

The 31.9 kilometre Elahera-Girithale road will be upgraded at a cost of Rs. 1871.4 million, the 4.65 kilomtre Minneriya-Hingurakgoda (Airport Road) at a cost of Rs.279 million, the 10.05 kilometre Moragaswewa-Ilukwewa road at a cost of Rs. 502.5 million, the 13.95 kilometre Naula-Elahera-Pallegama-Hettipola road at a cost of Rs. 375 million and 30.09 kilometres along the Manampitiya-Aralaganvila-Maduru-Oya at a cost of Rs. 1805.4 million.

The 21.1 kilometre long Dehiattakandiya-Aralaganvila road will be improved at a cost of Rs. 1,266 million, the 11.65 kilometre Polonnaruwa-Hingurakgoda road at a cost of Rs. 699 million and the 14.54 kilometre long Minneriya-Gal-Oya road at a cost of Rs. 872.4 million.

Altogether, Rs.8,270 million will be spent for road development in the Polonnaruwa district.
