Govt seeks assistance for work on Colombo South Harbour

by Hiran H.Senewiratne

The government has sought donor assistance to start construction work on the Colombo South Harbour (CSH) Project atleast before the end of next year, Ports Authority sources said.

The feasibility study of the project has been done by the Mausnell company of Australia with Asian Development Bank (ADB) funding. This was completed in the year 2001, sources said.

According to Ports Authority sources this massive project has been designed in two phases and is expected to be completed in 30 years.

Funding for the project is being sponsored jointly by the government and the private sector.Meanwhile, the government is seeking donor assistance to kick off its part of the project very soon, sources said.

The current estimated figure for the total project is approximately US $ 1300 million, a project analyst said.

However, Lanka Hydraulic Institute (LHI) is in the process of completing hydraulic investigation in the Colombo South Harbour (CSH) project at a cost of Rs 60 million.

All field and laboratory investigations (especially Hydraulics engineering/investigation), of the total project is handled by the LHI, its Chief Executive/Director Malith Mendis said.

He said that since the LHI owns a fully- equipped modern hydraulics laboratory in the country,it saved a considerable amount of foreign currency to the CSH project.

He said that the institute has technical and scientific staff with international experience and training which is capable of producing outputs compatible with the highest international standards.

LHI was the main consultant for the Maldives sea level rise project in that country, Mendis said.

LHI Consultant Dr K.P.P.Pathirana said that LHI is in the process of promoting the entity in other countries because their work has been credited by many developed countries .

The LHI handled the sea-erosion management project in Brunei successfully ,he said. Dr Pathirana also said that they have received inquiries from many countries including Iran and Australia, for their services.

LHI is the only organisation in Sri Lanka and one of the very few in South East Asia that can offer a comprehensive package of services such as Coastal Engineering , Water Resources such as Inland Water and River Hydraulics, Irrigation and Water Management and Urban Water- Sewerage and Drainage , of this nature.

It also handled many important projects in Sri Lanka including the Kelani River flood study, Kudawella Fisheries Harbour project and Galle Harbour study, Dr Pathirana said .
