Bribery piling up

by Ranga Jayasuriya

Over 150 complaints have piled up at the Bribery Commission, with no investigations having commenced as the Commission remains defunct since December 15 last year when the term of the previous Commissioners expired.

Director General of the Commission to investigate allegations of Bribery and Corruption, Priyasena Ranasinghe said the Commission has received nearly 150-170 complaints since December 15, but the commission could not commence investigations in the absence of Commissioners.

"It is the Commissioners who decide whether these cases deserved to be investigated and order investigations into them," he said.

The Commissioners also have powers to decide on whether to file court cases based on the outcome of investigations conducted by the Commission.

The Commission was investigating 21 high profile cases of corruption, when it ceased to function on December 15.

The Constitutional Council has earlier recommended the names of Justice Ameer Ismail, Justice P. Edirisuriya and former IGP T. Anandarajah to the Bribery Commission. The name of IGP Anandarajah was however rejected by President Chandrika Kumaratunga. The Constitutional Council later recommended former IGP Indra de Silva instead of IGP Anandarajah.

Ranasinghe, however, said he was not aware whether the new recommendation had been sent to the President.

Justice S. Anandacoomaraswamy, Dr. K. Wickremesuriya and Justice Viknarajah were the commissioners of the previous commission which expired on December 15.
