Discrimination by PSC alleges Education Secretary by a staff reporter Education Ministry Secretary Dr. Tara de Mel, in a letter to the Chairman of the Public Service Commission, has alleged that the PSC had been following a discriminatory attitude towards the interdiction of principals on disciplinary grounds. She said a charge-sheet had been submitted for PSC approval on February 10 against Kingswood College Principal Ranjith Chandrasekera based on a report made by the Internal Audit of the Ministry on an allegation of fraud. According to this report Chandrasekera is alleged to have committed serious financial malpractices such as entering into an agreement and conducting computer classes by a private firm violating instructions. However, the Secretary alleged that there has been no response from the PSC so far. She said that the Commission should have considered the above case first before giving a ruling on the present charges. The Secretary also said that no action had been taken against former Principal of Dharmapala Vidyalaya, Pannipitiya on charges of submitting fraudulent certificates and malpractice on admission, forwarded on August 6, 2004. She pointed out that the Commission had granted covering approval in similar cases, i.e, the interdiction of K.A. Vajira Kumarihamy, Principal, Maliyadeva BMV, Kurunegala and B.G. Mendis, Vice Principal, Prince of Wales College, Moratuwa. Dr. Mel said instead of granting covering approval for the interdiction of Chandrasekera and Ananda College Principal B.A. Abeyratne as requested by her, the Commission had directed her to reinstate them with immediate effect, as the information disclosed in the documents was not sufficient to give an interdiction order. The Education Ministry Secretary also sent a copy of a letter from the DIG/CID which had stated the reinstatement of these two would inhibit the ongoing investigations as they may interfere with witnesses. grant covering approval for the interdictions. |
