Some bureaucrats hamper progress in CP - Governor Gopallawa by Deepal Warnakulasuriya Most of the development projects drawn up and activated by and within the province are blocked and hampered by some high ranking public officers in the Central Province, claimed Central Province Governor Monty Gopallawa in an exclusive interview with the `Sunday Observer' last week. He said that some efficient and trustworthy officers were fed up with those officers and this had adversely affected the development activities of the Province. The Governor also said that he was satisfied with the Chief Minister and other ministers of the province as they were all for development oriented plan implementation. "The problem was that some officers always blocked the process of reaching out to grass-roots level where development was mostly wanted. "Revenue collection in the Province is not satisfactory. The Central Government had to meet almost 90 percent of the expenditure in the province. This situation should be changed and each and every province should earn an income enough to run the province. But, our situation is completely different earning only eight percent of total expenditures," the Governor said. The Governor also said that public servants, being the henchmen of politicians was a curse to the country and it would pave the way only for destruction. He stressed that a system to fine or punish them was a timely need. He further added that he personally knew of some politicians who were transferred police officers according to their whims. |
