While Reformists in the Elephant party are deprived of their right to
speak within the party, the highest in the land demonstrated his abiding
faith in democracy. He permitted his Cabin-Pack members and party
leaders to express various views on the Amendment that is thirteen. They
argued and debated but eventually took one firm decision. Food for
